Arrest Made in Bismarck Target Changing Room Incident
The Bismarck Police Department has arrested a 29-year old man in connection with an incident that took place at Target on June 14th, involving a juvenile in a changing room.
According to a press release, Michael David Rivera was arrested by Bismarck Police on June 19th and charged the following day by the Burleigh County State's Attorney Office with promoting a sexual performance by a minor and criminal attempt.
In a report filed to the Bismarck Police Department, a female juvenile stated that she was in the dressing room at Target in Bismarck on June 14th, trying on a bathing suit, when she saw a cell phone propped up on the floor. The victim stated the phone was in the perfect position to record her.
Right before she exited the dressing room, the victim saw someone grab the phone. She then saw a male walk into a different dressing room.
The Bismarck Police Department reviewed surveillance footage and were able to identify Rivera as the man in the dressing room area.
Rivera made his first court appearance on June 20th. It is unclear at this time when he will make his next appearance.
